A got 10% less than 40 ie 4 less than 40 = 36 marks. Similarly B got 1/9 less of A = 1/9 less of 36 =4 less of 36 = 32. Now C = 7/17 less of (A +B) = 7/17 *(36+32) = 7/17*68 =28. Hence 28 marks less than (36+38). Hence he got 40 marks.

Else you can simply substitute marks less with marks obtained ie instead of subtracting 8/9 of 36 =32 and 10/17 of 68 ie 40.

i had same doubt if you're taking 40% then you should multiply it by 40/100 and not 40/60... 40/60 doesn't make any sense
